UAE labour accommodation standards: what operators must provide — and prove

Labour accommodation in the UAE is regulated at two levels: federal standards on what employers must provide their workers, and emirate-level licensing and inspection of the accommodation facilities themselves. If you operate worker accommodation — as a contractor housing your own workforce or as a commercial operator renting beds to client companies — you answer to both. This guide summarizes the framework and the documentation that keeps an accommodation audit-ready.

The federal layer: MOHRE and Cabinet standards

The Ministry of Human Resources and Emiratisation (MOHRE) enforces the federal rules on employer-provided accommodation, built on Cabinet-level decisions on collective labour accommodation (notably Cabinet Resolution No. 13 of 2009 concerning general standards for group labour accommodation) and related ministerial decisions. Employers of larger low-wage workforces are generally required to provide accommodation that meets the standards, which cover:

• Space per worker in sleeping rooms (a minimum floor area per resident, with limits on beds per room and bunking).
• Sanitation ratios — bathrooms, showers, and washbasins per number of residents.
• Separated functions: kitchens, dining halls, laundry, and first-aid/medical rooms distinct from sleeping areas.
• Health and safety: ventilation, air conditioning, potable water, pest control, waste management, and fire safety systems maintained under contract.

MOHRE inspects against these standards and can link violations to an employer's file — affecting work permit quotas — which is why client companies increasingly audit the camps they place workers in.

The emirate layer: Municipality and Trakhees

Dubai Municipality

In mainland Dubai, labour accommodation buildings are licensed and inspected by Dubai Municipality. Inspections check the building permit and use, occupancy against approved capacity, hygiene of kitchens and shared areas, and the maintenance records of fire and safety systems. Comparable municipal regimes operate in Abu Dhabi (with dedicated workers' residential cities), Sharjah, and the northern emirates.

Trakhees and free zones

Accommodation inside Ports, Customs & Free Zone Corporation jurisdictions — such as Jebel Ali — is regulated by Trakhees, which issues its own accommodation approvals and runs its own EHS inspection program. Other free zones have equivalent authorities. The practical consequence: an operator with camps in mainland Dubai, Jebel Ali, and Abu Dhabi maintains three inspection relationships with three documentation checklists.

The documentation burden is the operator's burden

Across every authority, inspections converge on the same asks:

• An accurate resident register — who is housed, in which room, employed by which company, with valid Emirates ID and visa details available on request.
• Occupancy within approved capacity, per room and per building — overcrowding is the most cited violation.
• Current service contracts and logs: fire system maintenance, pest control, water tank cleaning, kitchen hygiene, waste collection.
• Incident and maintenance records showing defects are logged, assigned, and closed.

For commercial operators there is a second audience: your client companies, whose own MOHRE exposure depends on the camp you run for them. Being able to hand a client an accurate, dated occupancy and compliance report is a commercial advantage, not just a regulatory one.
